It's not that he LOOKS like little finger. I mean his character. It seems to me he was...like...almost killed, cast away, and is now back...to give chaos...

His target is not to make chaos. The only things he wanted are rights for living. He negotiated with Werlox King to nullify the law which made loxdries killed at the beginning but it failed. Then he decided to resort to violence.
